Flesh-coloured growth on shaft and base of penis

I have had this growth on my penis since puberty (6-7 years ago). It does not itch but it is an eyesore. I have seen two doctors about this (one said it was dermatitis and the other said it's normal). Any help is appreciated

this looks like normal textured skin to me

Also, no pubic hair grows on the affected skin in the base. is this normal?
