Fordyce spots or genital warts?

I have had these spots on my penis for a while now. However I'm getting slightly worried as they appear to be developing... Can anyone help me based off this picture?

they just look like oil glands under the skin not warts

As above, they look like standard fordyce / papules to me, I’ve got plenty of them myself.
