At your age how your penis looks is quite normal. All penises are different, some males can expose the head at a young age, other it can take until into the 20’s.
As Skip says you can use gentle and regular stretches to help free the foreskin - for most young men it will free itself in its own time - never try to force the two two layers of skin to separate, this should be a gradual process.
