i having problems to retract my penis during erection completely and in flaccid state when i try to pull it back my penis gets curved please help

What age are you? Has this always been like this since your were able to draw back you foreskin?
The issue you have is quite common in men once they have reached and gone beyond the age of puberty development. It is possible you may need to get a minor surgery to help you with this. Do you have a Regular / Family Doctor or GP that you go to for health issues? Such a doctor would likely refer you to a specialist.
The specialist you would need to see about this is a Urologist - if you see a urologist what they may say to you is that need to be circumcised - what you would need to insist on is you try the more minor surgery first, rather that get the full circumcision …

If any male consulted a Urologist as to what all the options of treatment were for this condition it is up to the individual themselves which treatment option they choose for this.
What you have is a constriction band that is not allowing your foreskin to function as it normally would.
Although this is quite a common issue I am not familiar with the specific treatment options are for this. What I do know is that there are various levels of surgery, such as a simple incision to resolve the constriction issue, ranging all the way to complete circumcision.
The problem with medical professionals is that most will suggest full circumcision is the best option (or even the ONLY option), perhaps suggesting that any lesser procedure may not work and you may then need to get fully circumcised anyway. That is, a full circumcision is better than trying a partial option, in addition, the more surgery that is carried out the more likelihood that complications will be experienced as a result.
However, as with any tightness in the foreskin, simple and regular stretch exercises can provide a partial or complete answer to the problem. How successful this would be for you I do not know as I am more familiar with typical Phimosis, which your’s is not.
You could try stretches anyway irrespective of whether you consulted a Urologist or not. I would suggest you may not notice any beneficial impact of stretching for an extended period of months, and this is likely to be anywhere between 5 to 9 months or even longer.
Or you could decide to do nothing and put up with the discomfort that you experience due to this problem.
