Joshua, what age are you? (you need to be 18+ to post pictures of your own genitalia on here). When did this first appear?
There is a possible simple explanation to this and that would be Vitiligo - what you have however looks more than pigmentation change.
I think you are going to need to get a formal diagnosis of this so that the correct treatment can be put in place - many Regular / Family Doctors or GP’s may not even correctly identify what this actually is and may need to refer you to a Dermatologist. You could contact the largest Sexual Health Center in your area and ask how you would get to see a Dermatologist who specialises in Genital Skin Disorders.
