Those tiny whitehead bumps have appeared since 2-3 months ago, they havent grown, i dont know what those might be, if you could clear my question, id appreciate it.

First photo is classic appearance of Pearly Penile Papules. What you have in photo 2 could be anything including PPP
What age are you? Have you been sexually active at any time, if so did you always use condoms for penetrative sex, did you receive oral at any time?

Im 19, my last sexual activity was oral sex in january, and i havent had penetrative sex
Because of the proximity to the Corona of your Glans this is most likely a variation in PPP that has not formed in the normal manner.
This does not present like any STD / STI - given your age and sexual history this can be put down to a natural development of your penile skin …
