Hand eczema or fungal infection

On and off over the past year I've had dry skin on my hands, the dry skin seems to come from small white raised bubbles under the skin that come to the surface, it seems to affect both hands on the index finger and also the bottom corner of the palm. It starts off small then seems to dry up and spread but then always clear up. 

It does seem to come back in the same spots every few months and I do wash my hands probably a little much which dries them out, the reason I've started to ask is because it also looks to have appeared on my partners finger? 

would a fungal infection go away and come back? I do think I have a fungal nail infection that I've had for over a year so that could be a source? 

Such dry skin is not like a fungus.

Do you have idea what it may be? I am the doctors in the next few days but was wondering if anyone knew. 

It starts as small white bubbles as clusters under the skin that spread that then dry out and then disappear, this happens over about a month then goes away and comes back a few months later.
