it could be tyson glands they occur on both sides of the frenulum but usually not on the head itself if u havnt been sexually active then its most likely something benign an not genital warts or anything like that u still need to visit a doctors to make sure as u dont need to have sex to get warts as they are spread via skin to skin contact
If you have never had sex of any kind, including receiving oral then this would most likely be termed a skin imperfection - it could simply be a wart that can grow on the skin anywhere on the body.
Monitor it every month of so to check whether it is noticeably growing in size - if it does get the opinion of a Medical Professional such as a Doctor …
