I’m assuming you’re coloured? The small darker patch of skin on the glans penis (what you’re showing) is commonly the result of ‘post inflammatory pigmentation’. Nothing to worry about. Sounds serious, but can be due to pretty innocent reasons like rubbing/friction from running, jogging or any form of physical exercise (inc. very vigorous masturbation) where the skin is repeatedly irritated.
To fix it, you have to understand what may have been causing the irritation and alter your lifestyle accordingly. It will then subside but it can take quite a while (>6-12 months).
