The photo does not show anything clearly enough to be conclusive: is it the top of the shaft of your penis, below the head of your penis, shown in the upper part of the photo that you are concerned about?
How long ago did you first become concerned?
There also seems to be a whitish appearance generally on the head of your penis, on your frenulum and on the main shaft of your penis. Is this what you see, and are you concerned about it?
Essentially, my concern is that you have a genital specific skin condition, you could see a Regular / Family Doctor / GP about this - but many do not understand the specifics of genital skin issues. The best Medical Specialist to see would be a Dermatologist who specialises in Genital Skin Disorders, you could contact any Sexual Health Service and ask how you would get to see such a specialist …

looks like balanposthitis
you have an infection of some sort and you need to get on antibiotics and wash your penis/ dry it many times a day- dont use soap as it just give you more open wounds to infect- use water and scrub the surface of your glans(head) with your fingers then let drip dry before replacing your foreskin. I do recommend seeing a doctor but any physician that can prescribe meds can look at this
