I had protected sex last friday with a girl who was on her period, about 1 week after i noticed a rash on the base my of penis, no bumps, no pain and it doesnt itch. Any ideas what it could be? should i get tested?

Looks like it is shaving related. Never shave directly before sex, you are just making small cuts in the skin and asking for bloodborne infections or STD.
