I'm 17, and my penis is still developing weird things. one thing was papules and so on and now i got something swollen looking around my urethra. Is this normal? Is it from development, bacteria or disorder?

Theodore, as you rightly say, your penis is still developing and this could continue for another 10 years of so and could look quite a bit different than it is now when you are in your mid-twenties.
Just so your know, the actual name for the pee-hole is the Meatus, the Urethra is the tube leading from the bladder and urine and semen are discharged via the meatus.
I would say that this is the way your meatus is currently developing as you are not experiencing any discomfort.
Yes, you can get disorders that effect the Meatus and I have known exposure to the HPV virus can cause problems for the Meatus, so that would depend on whether you have been sexually active yet.
If there is nothing untoward going on I would put this down to normal development …
