Looks like ingrowns or inflamed follicles.
Don’t shave until the hair has grown back. Exfoliate with a loofah or exfoliation glove. If you need to use soap use one that is friendly too down there and don’t put it inside you vagina just on the labia.
If you are concerned about herpes or any std I would suggest getting them swabbed while they are still there or getting a full check up with herpes added on the blood work.
I would get them swab tested (and blood test) while they are still open / visible. That will give you more accurate results.
They dont look like classic herpes but I would get swabbef just to be sure..
