HD, just to clarify, the first 2 pictures you have posted are located on your pubic bone area at the very bottom of your abdomen? Or is the 2nd photo on the shaft of your penis?
Also, the area both photos show is where you regularly shave, or have just shaved?
What the second photo from your initial post suggests is that these could be warts that can appear anywhere on the body, with the lower one you have perhaps scratches or shaved the top off it. However, to be on the safe side I would get a medical professional to check ALL of these for you to be on the safe side. As, you give no indication whatsoever of your sexual history …

Again, this can be dependent upon your sexual history, whether you are currently regularly sexually active, and, whether you use things like lubes, condoms or so on. You may also use something like a skin cream or lotion, or perhaps baby oil for masturbation?
What this sounds like is that your skin is reacting to something it is in regular contact with. In statistical terms things like soaps and any form of body wash are the most problematical things that penile skin comes into contact with - you should use water only to clean the penis with, at the ens of a shower spend some time rinsing away any body cleansers that may have gotten onto your penile skin. After the shower, make sure all the skin of your groin region is dry, particularly the tip area of your penis. Use a clean dry towel that only you use - never share towels.
As I mentioned, it all depends on what else your penile skin is in regular contact with as to what else could be causing this … ?
