I’m unsure what you are referring to in the first photo but the rest of the photos don’t look like herpes at all. Have you had any injuries to your penis?
Can you take the photos from 4 to 6 inches away? Just to have a better view of the area.
Do they burn or itch?

I’m not sure what you want us to comment on, but the first (top) three photos show a single bump/lump to the right of the frenum (the piece of skin attaching the glans to the foreskin, if you had one).
