The shape of it would most suggest it is a Penile Lymphocele, however if that is what it was originally it should have healed by now.

I would suggest this is dependant on the amount of swelling present and the amount of fluid that has gathered - you would need to check with a Urologist who would have a great deal of practical experience of these.
