When i was 15, an older guy took advantage of me. Ive always gotten hemorrhoids but now Im concerned. I made him angry and he told me he had herpes. Later he said he lied to scare me. They itch. If i stratch they bleed but never any fluid. Theyre always on my taint but never on my vagina or near it.

Sorry to hear that. It sounds unlikely that you have herpes, but the only way you're going to know for sure is to get tested. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.

If you're in the UK, some places have GUM clinics for under-25s, and neither a clinic nor a GP is allowed to tell your parents you've been. You don't need to use your real name at a GUM clinic either - they're ok with people using pseudonyms. IF you're in the US, Planned Parenthood have free or low-cost STI testing in many places.
