That could just be Fordyce spots.
your pictures shows very little but your description says a-lot. I would recommend going to a doctor for a test, swab tests are best but if you don’t have sores they cant take a swab unless they are in your throat but that could just be swollen lymph nodes as your body is fighting off the intruder whatever that may be
