This can be hpv?
Looks more like herpes if anything (key word being LOOKS like, so not saying 100%). But it could also just be folliculitis, or some other skin irritation or infection. Need a pic with better color representation to make a better assessment, but the best thing to do if you’re really concerned (and have reason to be) is to go see a doctor and get tested.
