Hundreds of little bumps on foreskin and penis head

These are a recent development. I am unsure what this is. I am in the process of getting a blood test, but was wondering if anyone had seen anything like this before? Is it a fungal infection of some kind? This is a picture of my foreskin - it is zoomed in quite a bit.

There isn't any liquid inside and they don't appear to hurt, just mild irritation.

What age are you? These look most like normal genital development and are most likely small Fordyce Spots or Pearly Penile Papules …
