Now I'm getting anxious about it.
I'm scared it might be something serious.
It doesn't itch, doesn't hurt.
I got burned down there when I was young, and got bitten by a dog too.
I got it checked by a doctor already.
He barely looked and said it's just skin but it felt too rushed when he checked me.
Could anyone give me some advice or tell me what it might be?

The only people who can help you with this in practical terms are medical specialists, and these would be a skin specialist - a Dermatologist, and, a Urologist
I would suggest a Dermatologist is the better option: what you need is someone that takes the time to explain to you what is the result of the burn injuries, and due to the dog bite.
The flat hard bump could actually be a condition or as a result of the trauma your penile skin has experienced - you need to get this explained to you what actually caused, or causing the bump to be there, and whether it can be treated or not …
