Two important but related questions:
If the answers to both these questions is NO, then I suspect you may have an outbreak of herpes. The photos clearly show 3 superficial ulcers surrounded by erythema. If you can, try to get to an STD clinic to get the ulcers swabbed for HSV (herpes simplex virus) DNA. Chancroid is unlikely because it’s now increasingly uncommon worldwide and also the appearances don’t resemble the condition (deep large ragged very painful ulcers).
If this is herpes, you should stop applying the Warticon on them! Just bathe the ulcers with warm salt water using cotton wool balls 2-3 x a day until they heal. And avoid sex.

Unhelpfully to question 1. Kind of! I have a wart at the base of my penis which went red and sore and in the same time frame as ones under the foreskin. But other warts had no reaction to the cream. They don’t look like warts, this was simply the advice of the nurse I had a phone consult with.
But yes to question 2, I applied cream to the ulcerated areas.
