The spots - as shown in photo 1 are Fordyce Spots, completely natural.
For the itchiness suspect something you are applying to your skin first, such as a soap or a shower gel, or other form of body wash. Check whether you have just started using a different one of these to your usual one?
When you shower try to minimise contact with genital region with soap or shower gel. Do not apply these directly to your genitals, use what drains down from the top part of you body to wash your genitals with.
At the end of a show spend 2 minutes or so simply rinsing your entire groin and genital region with the running water. The water should NEVER be hot.
Then make sure you carefully fully dry your genitals and groin region, as moisture left behind can cause an issue.
The other common form of irritation that can cause an itch is a change in soap powder, or whatever it is you wash your clothes in - check whether this has recently been changed from your regular one?
