We are shedding dead skin cells from our bodies all the time. It's not clear from your posting what the problem is. Are you concerned for yourself? For your wife? For both of you? Do the dead cells wash off OK or are they still attached? What colour are they as against the normal colour of your skin? What size are they? (Most cells are not normally visible without a microscope). If you want to upload a photo you can only do so using a computer. This would be helpful if you want a clearer answer.

Dont use soap on your penis as it can cause this. Also dont use any scented oils on your penis because it contains additives that adversely affect that particular part of your penis. Clean your penis only with water and rub it with your fingers till you rub every surface- dry it off and then replace the foreskin.
