For someone of your age penile cancer is almost unheard of.
If you want comment you would need to post photos clearly showing the redness.
If you have severe pain and urinary problems you need to at least contact your GP / PCP / Regular / family doctor - you may need to see a Urologist - if you cannot refer yourself directly to one contact the GP / etc or go to one of the larger GU Medicine services in your area, such as a GUM Clinic at one of the larger General hospitals in the area in which you live
