it has just been there , i dont know if it is just a normal thing for my penis or just a normal body thing that develops there so im wondering if its Herpes or Warts and yes i am sexually active and me and my parter have been together for a year and 6 months and she is clean so im not sure what it could be

you have pearly papules around the rim
so that could be what they are as well

Herpes and Genital Warts do not present like that - if this was what you had you would have needed to seek treatment
What is likely going on is that you have two things happening in the same area - first can be best put down to an imperfect way in which the skin has developed at this location, and, you have something like PPP or very small Fordyce Spots, on top or very close to the skin imperfections
