I’m sexually active and I’ve been washing my penis with body wash lately. idk if that may be a cause

Just under the head of the penis - in the area you have shown in the photos there are 2 or 3 types of glands that are naturally present. These include Tyson Glands and Parafrenular Glands - both are highly visible in some men, barely or totally unnoticeable in others.
On the head of the penis itself these look like small discolouration spots, that is, the pigmentation is different to the skin surrounding them. Or are they actually spots that stand away / are raised from the skin surrounding them?
If they are not standing away from the skin surrounding them I would try a little liquid Coconut Oil on the head area of your penis to see what happens. The Coconut Oil has natural skin healing properties anyway.

In terms of STD, herpes and suchlike, you could also have this going on as well as what I have already described. What you need to be guided by here is the amount of risk practices you have engaged in - that is, penetrative sex, with different partners without condoms. If you need to achieve peace of mind with regard to STD / STI’s - go get checked, you would need to ask for a specific Herpes check - but what you have are not typical symptoms of anything in particular.
