John, are you able to expose the head / glans of your penis? How long have you had these bumps?
The location of these are in a typical area where Lymphoceles occur, or there could be other untoward things going on under your foreskin. To check out what you have going on underneath your foreskin you need to expose the head of your penis.
However, if you have never exposed the head of your penis before you should never force the foreskin backover to expose the tip of your penis.
