this would swell up and cause lots of pain occasionally it would cause tingly fingers. it’s basically a sack of fluid under my skin that goes all up my forearm.

That sounds like a ganglion cyst. They are not dangerous, or uncommon, but if a real problem they can be drained or removed totally. See your doctor.
