It is more likely that you have severely irritated the hair follicles and they seem to be taking sometime to heal again. The other possibility is that you have indications of a potential skin condition - you may have been unaware of this before you shaved and you have a combination of factors going on.
Are you using something like an antibacterial shower wash on a regular basis in your groin and genital region?
