im scared it might be this does not look normal at all
the pictures dont really show the lumps well, it doesnt look like herpes, maybe warts as it looks like you might have some under the head of your penis as well, but again better pictures more close up would be more helpful.

what is under the head looks more like pearly penile papules. conpletely harmless. as for what you are concerned about. it resembles a clustering of warts. but i am truly not sure. get tested and put your mind at ease.
