Philip, as “R” is getting at is that what you see is naturally present on the shaft of your penis. I agree, they could well be Fordyce Spots, but what you also may have mixed in with them are simply Sebaceous Glands that exist most places on the body - sometimes these show when the skin is really cold and they become obvious. On the genitals sebaceous glands can be prominent all the time.
