I've had these red bumps or reddish looking things on the head of my penis for about 2 weeks now

I don’t feel any pain, any rashes, any burning during urinating or have any discharge, if anything its just smelly.

Are you sexually active? If yes, have your used condoms during ALL sex in the last month or so?
The bumps are naturally on the head of the penis anyway, only, we do not notice them until they become irritated.
Irritation can be caused by almost anything that contacts the very sensitive skin on the head of the penis.

Here is one of my typical responses to men with this issue:

What I think may well be the main problem is the skin of the head of your penis has become intolerant to either particular chemicals placed on it, or potentially, just about anything placed on it.
So, the bumps are naturally present on the head of the penis, only, we do not usually notice them, it is when the skin on the head of the penis becomes sufficiently irritated that they become noticeable.
.
What you need to think about is everything that comes into contact with the skin on the head of your penis - this can be something as simple as soap, shower gel, other body wash, such as if you use hair shampoo in the shower and some gets onto the skin of your penis. Also, many men use Lubes of different kinds for masturbation and sex, these can be specific lubes, but many men use stuff like Baby Oil or skin cream as a lube, or regularly apply a skin cream to hydrate the skin of the penis.
What you need to do is to exclude anything such as this from getting onto your penis. Wash your penis with water only and make sure it is completely dry afterwards.
This will be an extended process as you may not see any change for 3, 4 or even 6 months or more of excluding all these chemical based items from getting onto the head of your penis.

Is your sex protected or unprotected? Dots and spots like this are so common, and unfortunately they can be caused by many different things.
What usually occurs is that things that are naturally present on the head (and foreskin as well) become irritated, and this is when we notice them. Penile skin, particularly on the head / glans of penis is very sensitive - irritation can be the result of contact with different things on a regular basis, or one specific thing. In terms of sexual practices think about condoms if you are using them, Lube for sex, or alternatives to lube such as baby oil and skin cream. If you use any of these these are potential sources of irritation.
If you are having unprotected penetrative sex then it is possible you have a slight yeast / fungal or bacterial infection, again, these are very common with unprotected sex.
Then there are every day things such as soap, shower gel and other forms of body wash - these again are all potential sources of irritation. The only safe thing to wash the penis with is water, then you must ensure the skin of the penis is completely dry after washing or showering.
.
Essentially, whatever has been in contact with the skin on the head of the penis that has caused this, so if it is an infection you need to cure that, if it is a dermatological reaction you need to remove the source of that irritation and your penis will eventually go back to the way it looked before …
