Your photo shows two shallow ulcers with irregular edges and you mention that they are quite painful. Based on these features, it’s very likely that you have genital herpes. Warts don’t hurt and don’t ulcerate.
Try to see a doctor and get started on aciclovir tablets; if that’s not possible go to a drugstore/pharmacy and ask for paracetamol and lidocaine gel for pain relief. Gentle washing of the area with warm salty water will also help dry the ulcers, but your priority should be to seek medical help so that the diagnosis is confirmed (swab for herpes) and antiviral treatment started.
