Yes, this is likely to be candidal balanitis. Try treating it with clotrimazole (Canesten) cream; otherwise you can wash with warm salty water and it will settle down.
I assume you’ve experienced this before? Did this develop after sex? If not, then you should think about getting tested for diabetes.
