Irritation around genitals and pubes. With pictures

Those cluster of bumps ive had on my penis for over a year now, and there is no recognizable pain there. but this past week ive been feeling crazy amounts of itching and irritation in my foreskin, and around my pubic area. That brings me to the red marks. im almost confident they are not razor burns because the whole reason i shaved was to know what the hell was making it itch so much. I was extremely worried about it being HSV, or anything worse. i tested and it came back negative. what the hell is it man..

Second photo shows natural development to the Penis, there are lots of glands, spots or papules these can be, they are most likely Fordyce spots.
If you are shaving with a normal shaving foam this could be adding further to the irritation that is present on ALL of your genital skin - itching is a basic reaction to the skin to something that is regularly irritating it.
For most people the source is a combination of regular use of soap and body wash such as shower gel. Best approach is not to apply any to the area, use running water and the inside of your hand to rub the area clean - when you take a shower wash everywhere else on your body first, make sure your fully rinse away any soap or other body wash that has gotten onto your entire groin region and genitals.
When you get out of the shower make sure the entire area is completely try, carefully pat dry then carefully rub with a clean dry towel that ONLY you use.
For a small percentage of people the irritation can also come from what your clothing is washed in - if you suspect this, swap to a skin friendly form of washing powder, better still are Liquid Soap Flakes that you use instead of washing powder - do not use fabric conditioner or any other additives to your washing.
Towels, underwear and any sports clothing, particular shorts are the essentials to wash in the Liquid Soap Flakes - try this for at least 4 to 6 months to see if you get improvement …
