Since 2 months I have noticed white skin on my glans, but I don't if it was smegma or dead skin, so I washed my penis and this "skin" went away, but every day I see it reforms. Sometimes I use my thumb scrubbing to remove it.
I also noticed that my glans skin is a bit red and a bit white, I don't know why.
I wash my penis every day, so I don't think that it could be a hygiene problem. However my penis doesn't smell good, but I think that it's due to that skin.

Try changing your soap to a mild cleanser or simply wash with warm water with a little salt in it.
If it keeps bothering you, you may consult a urologist to rule out any infection.
It looks quite healthy and normal to me. Don’t use shower gel or soap and it should clean up.
