the bottom side of my penis has looked like this for as long as I can remember, but I've never heard of a penis texture like what i have. Could this be signs of cancer?
If you are circumcised then this is quite a typical appearance I would suggest. Essentially, this is a sign of excessively dry skin. Here is further advice I have just posted to someone else:

Wash your penis with water only, at the end of a shower rinse your entire genital region with running water only, the other essential is making sure your entire groin region, and in particular the tip region of your penis is completely dry using a clean dry towel that only you use.

Get yourself some quality liquid Coconut Oil or SHEA butter and apply a light coat, I would suggest around 3 times a week, apply after you have completely dried yourself from taking a shower.
