This looks like pearly penile papules

James, you have Pearly Penile Papules (PPP) on the rim / corona of the head of your penis. What you could also have is the skin of your entire penis is becoming dry and irritated: it has lost it’s natural pH balance.
The most frequent cause of this is long-term exposure to soap and any form of body wash such as shower gel. Try to wash the penis with water only from now on, when you take a shower make sure to spend some time at the end of the shower rinsing away any soap or body cleansers that gotten onto your penile skin, then make sure your penis and entire groin area is completely dry once you get out of the shower.
As a little treat for your penile skin you could get yourself some coconut oil or some shea butter and apply a thin coat 2 or 3 times a week after you have showered and throughly dried yourself …
