Is this a genital wart or skin tag?

I’ve notice this small spot on the shaft of my penis a few months ago. I didn’t think it was anything to worry until i noticed it getting a bit larger this past few weeks and the skin on it a bit wrinkly and dry. Does anyone have an opionion whether this a wart caused by HPV or a skin tag? Thank you for your help!

This is too indeterminate to be sure - suggest you get checked at a sexual health service or a GU medicine facility
