Is this a genital wart?

Found this two days ago on my penis. Its slightly raised, painless, not itchy. My assumption is its a genital wart / hpv , but maybe even a skin tag, but don't know. It hasn't grown in size, or if it has its been quite minimal.
I've had only protected oral and protected penetrative sex for the last year. But, I've had unprotected in my life time - so thinking it could be from then. Making an appointment with a clinic tomorrow, since they didn't take appointments today.

isnt angioma ? if yes this is not important and sometimes this kind of things disappear by himself, personnally i had lipome on penis, kind of little hard fat bowl under skin, but it goes and come back. i had this 3 or 4 times in my life
