I only really see it when the skin is stretched not sure if its fordyce or genital warts?
Genital warts do not present like this - the small bumps will either be Fordyce spots or Sebaceous glands or a mixture of both.
It is the darker coloured spots / blotches that I am concerned about - they may simply be pigmentation variation - if you have never had them checked I suggest you get them looked at by a medical professional in the near future.
The best would be a Dermatologist

As you do not explain exactly what your concerns are I suggest you see a Dermatologist or at leasts see your own doctor / GP
