I noticed this white bump next to the frenulum a couple of weeks ago, and thought it was a white head which would go away on it's own. But today I noticed it again, it has remained the same these entire 2 months. IS IT A PPP? do they grow in number? any ill effects from this?

Yes it is possible for this to be a PPP - usually, for the area it would be one of several different types of glands - unless you are over 36 YOA are are most likely to get many more of these …
