Is this a penile rash? I need help!

I noticed my foreskin is slightly red and has a skin color tone when erected, but when it’s flaccid the foreskin looks as if it has a rash. It’s wrinkled looking and it concerns me.

Do you guys think it’s a rash? Me and my girlfriend are sexually active but we only perform oral sex on each other.

With the oral it is common to get a bacterial infection. I cannot see any of the detail - you would need to post a photo or 2 taken in bright daylight for further comment …
