Hi Mike, I think you’ll find that this is an ingrowing hair. The redness is just where it’s got inflamed due to the irritation of the hair. You can see a darker thing in the centre…the hair. You could try to gently pick the top off to allow the hair to grow out. Use sterilised tweezers. Then apply some Antiseptic like Sudocrem, Savlon or Germalene. I hope it helps!
