Looks like an ingrown hair , and just above it I see a hair growing under the skin , that greenish line.
very easy to solve if you know how to do it

Take a sterile tweezer and pull out about 15 hair around it and take another pic , circle the exact spot of concern.

looks like a small wart. look around you may find more. the warts you see on Google are like worst case scenario.
