its not herpes ..id see a doctor few things can cause it it dosnt look like a yeast tbh it looks more like some kind of irritation are you using soap on it to wash with just use water
those spots around the head of the penis are normal
there called papules
i dont see much really wrong apart from a few red blemishes on the head of the penis which i dont think its anything to really worry about
