I think what you are describing as the white scabs could simply be dry / dead skin that has not come away from the top layer of skin of your penis.
The next issue is, are you doing anything to cause this: as ken suggests you may just have a dermatological reaction going on. THINK: have you just started using a skin lotion, changed lube, are using a different condom that you have not previously used?
Perhaps it is just a reaction to having too many things in contact with it - such as lubes etc - and the skin is telling you it has had enough of what is going on. Dermatological reaction is often the result of lots of different things the skin can no longer tolerate.
Try to exclude as many things as possible that are chemical based, soaps, shower gel / wash, hair shampoo, skin lotions, soap powder used on your clothes from getting anywhere near the end of your penis, in particular.
Make sure you only use water to wash after each urination, masturbation, sexual activity and if you cannot wash, use tissue / toilet roll to ensure you are 100% dry, as you also do after washing each time.
Eventually by excluding as much unnecessary stuff as possible from the head area of your penis the condition will likely go away - if it does not, or worsens, you may need to seek the professional advice of a dermatologist ...
