In the last month or so, ive noticed my penis near the knob/foreskin to slightly discolour to a whiteish colour and has spread slowly. Also slightly lower ive noticed a red marked area which is rough and eczema like, the rest of my penis is soft but this area a little hard/rough.
I use both soap and body wash when in the shower.
Is the white colouring and red hard/rough area treatable or something be concerned about? its a little scary and plays on my mind a lot
have you recently changed to a different soap or shower gel, or something else that you use in the shower such as another form of body wash?
have you got skin issues anywhere else on your body, such as the eczema you mention?
for masturbation and / or sex do you apply anything to your penis such as a lube, baby oil or lotion, an actual Lube, or anything else?

To determine whether this is a dermatological reaction to something you are regularly using such as the soap and suchlike you need to prevent as far as possible ANY form of body wash from contacting your penile skin. Here is part of one of my Guide’s to detail what to do:

In the mean time abstain from applying anything at all directly to your penis - wash the head / glans with water only, dry 100% immediately afterwards by patting dry with a towel, draw your foreskin as far forward as you can each time you shower to protect the head, once you have thoroughly rinsed everything off, expose the head of your penis and rub with the inside of your hand only.
Don’t apply any Lubes, Baby Oil, Moisturiser or Skin Creams / Lotions to it. If you are sexually active, or Masturbate, clear away any fluids from the entire surface of the head of your penis as soon as you can. You may need to be vigilant and check for several hours after you have ejaculated to see if any further pre-ejaculate or semen reaches the head of your penis. If you use condoms regularly try doing without the need to use them for a few weeks.
By doing all these things hopefully you will get a positive reaction.

There is a possibility that you have a skin condition developing (presuming you do not already have something like psoriasis or eczema) and you may need to see a Dermatologist. I would try the approach I have detailed for at least the next 5 to 7 weeks or so - if you get improvement use this protocol from now on, if your symptoms continue to escalate you will need to arrange a Dermatologist appointment as soon as possible
