If you have never had sexual contact why do you presume it could be something like herpes? You are in the situation where it is almost impossible to have anything sexual related!
So yes, these would typically be described as Fordyce Spots - there are 1 or 2 other thing they could potentially be - but they are natural and they are completely okay and non-problematic

I have had exactly the same since I was a teenager and they are nothing to worry about.
A lot of guys have similar like these, usually called fordyce spots.
